 Key Climate Question: Do people  have the capacity to perform at the  level expected?
If leaders are depleted, the climate becomes reactive.

This domain focuses on:

 Key Climate Question: Do people  feel safe to speak up, take risks, and  stay engaged under pressure?

Standards without trust create fear.

• Reinforcement rhythms

• Performance accountability structures
